Thank you for your interest in the Affordable Transit Program (ATP). The ATP provides opportunities for people living with low income to get a discount on Grand River Transit Fare Products.You can use this online application to apply or reapply for the ATP.


To get in to the ATP:

  1. You must live in the Region of Waterloo.
  2. Your annual household income (after tax) must meet or be below the amounts outlined in the table below.
  3. You must submit proof of your household income.


These household incomes are based on the Market Basket Measure (Statistics Canada's measure of low income).

  • 4 persons    $61,730.00
  • 5 persons    $69,016.00
  • 6 persons    $75,603.00




If you are receiving payments from Ontario Works or the Ontario Disability Support Program, you can submit proof of your income by telling us your member ID or social insurance number (SIN).


If your household income is below the Market Basket Measure and you are receiving Child Care Subsidy you can submit proof of your income by telling us your address and date of birth.


If you are not receiving Ontario Works or the Ontario Disability Support Program, you will need to submit documents that show us your address and household income.


If you are approved for the ATP, you will need to reapply each year to make sure you are still eligible.


Personal information is being collected through this application and it will be used to assess applicants eligibility for the Region of Waterloo Affordable Transit Program. This information will be shared with staff who require it for their work as part of reviewing and approving applications for the Affordable Transit Program.


Personal information is collected under the legal authority of s. 11 of the Municipal Act, 2001 and the Region of Waterloo’s Affordable Transit Program (report TES-TRS-19-20/CSD-EIS-19-11) approved by Region of Waterloo Council on September 18, 2019. The information will be used for the purpose of administering the Affordable Transit Program, including for the purposes of determining eligibility and program evaluation.
